There are various Boards and Commissions groups, each having different functions in assisting with advisory duties associated to the Administration of the City of Norton.  Members of each Board are required to be Norton residents, and are chosen by the Mayor and appointed upon receiving approval from Council. 

Interested Norton Citizens are encouraged to submit a Desire to Serve letter with listed qualifications to the Administration Office.  This information will be held on file for such times that a Board position becomes open.

GENERAL CHARTER SECTION 6.01

The Mayor establishes the date, time and place for the first meeting of each year for all boards and commissions.  At that meeting the board or commission shall organize under a Chairperson and Vice‑Chairperson elected from among the elector members for a period of one year.

The board or commission may appoint a secretary, who need not be a member.  They establish their own rules or procedures.  Meetings must be held at least once a month and are open to the public.  Additionally, they keep a record of resolutions, findings and determinations, which is open to the public at all reasonable times.

REMOVAL – CHARTER SECTION 6.07
Members of the Boards and Commissions may be removed by the Mayor and approved by a majority of Council in accordance with the provisions of subsections (a) through (f) in Section 9.04 of the Charter.

BOARD OF BUILDING & ZONING APPEALS
(Three Year Term)

The BZA meets on the

JURISDICTION
The Board of  Building and Zoning Appeals shall have the power to hear and decide appeals for exceptions to, and variances in, the application of resolutions, ordinances, regulations, measures and orders of administrative officials or agencies governing zoning and building in the Municipality, as may be required to afford justice and avoid unreasonable hardship, subject to such reasonable standards as shall be prescribed by Council, and such other powers as may be granted to it by Council.

PLANNING COMMISSION:

2nd and 4th Tuesday of every month

POWERS AND DUTIES
The Planning Commission shall have such powers as may be conferred upon it by ordinance of the Council concerning the plan, design, location, removal, relocation and alteration of any public building or structure or those located on public streets or property, the location, relocation, widening, extension and vacation of streets, parkways, playgrounds and other public places, the zoning and rezoning of the Municipality for any lawful purpose, and such other powers as may now or hereafter be conferred upon it by ordinance of the Council or by the general laws of the State of Ohio to the extent not inconsistent with this Charter or such ordinances. All plans, recommendations and regulations made by the Planning Commission shall be submitted to the Council for approval before the same shall become effective.

PARKS & CEMETERY BOARD
(Three Year Term)

The Parks and Cemetery Board meets on the
3rd 
Monday  of every month
6:00-7:00pm
at the Community Center


POWERS AND DUTIES
The Park and Recreation Board shall suggest general policy making and planning for all Municipal parks, subject to the appropriations of Council, and shall have such other powers and duties as may be conferred upon it by Council not inconsistent herewith.
  Labor and equipment to perform the work shall be supplied by, and shall be under the supervision of, the Director of Public Service, who shall also be responsible for the purchasing function.

HEALTH ADVISORY BOARD
(Four Year Term)

The Health Advisory Board meets on the
3rd Wednesday of every month
7:00-9:00pm

at the Community Center

There is hereby established in and for the City a five-member Health Advisory board, which shall consider and deliberate on the health service needs of the City.  The Advisory Board shall be composed of one member of City Council and four other persons appointed by the Mayor.

CIVIL SERVICE COMMISSION:
(Six Year Term—NO term limits)

PURPOSE
The Council shall by ordinance establish a Civil Service Commission and civil service system. The ordinance shall provide which employees of the Municipality shall be within the classified service and which shall be within the unclassified service, provided that regular full‑time members of the Police and the Fire and Emergency Medical Services Divisions shall be in the classified service.

The provisions of the laws of Ohio regarding selection, promotion, demotion, discipline and removal shall be applicable except as otherwise provided by ordinance of Council adopted pursuant to this Charter.

BOARD OF CONTROL
CHARTER SECTION 5.03

A.             COMPOSITION AND DUTIES.
The Mayor, President of Council, Vice-President of Council, Director of Finance and  Administrative Officer shall constitute the Board of Control of the Municipality. Each member shall have a vote. The Mayor shall be the presiding officer. 
B.             APPROVAL OF CONTRACTS.
Any contract in excess of ten thousand dollars (10,000) less than the maximum set by the Ohio Revised Code above which competitive bidding is required in effect at the time of the contract shall not be awarded without the approval of the Board of Control. (Amended November 7, 2006) 
C.             INVESTMENTS.
The Board of Control shall direct the Director of Finance on the institution of the investments of the City. 

Note:
The members of this Board serve without additional compensation.  Meetings are held on an as-needed basis

CHARTER REVIEW COMMISSION
 
CHARTER SECTION 7.01
(serves until released by Mayor)

Per Charter of Norton directive, every five years the Mayor appoints, subject to confirmation by a majority of the members of Council, seven qualified electors holding no other office or appointment in the Municipality as members of a Charter Review Commission.  They serve until their duties are completed.  The members serve without compensation. 
The last Commission was seated in year 2006. 
The next Commission will be appointed in year 2011.
